Base building refers to the core structural and mechanical systems of a commercial building that exist before any tenant-specific improvements are made. This includes the building shell, HVAC systems, elevators, electrical distribution, plumbing risers, fire protection, and common area finishes. Base building components define the landlord's primary maintenance and capital expenditure obligations. Expenses related to base building maintenance and repair are typically recoverable through CAM, while base building capital replacements are generally excluded from operating expense recovery. The distinction between base building maintenance (recoverable) and base building capital improvement (non-recoverable) is a frequent source of CAM disputes.
